China, Brazil, Armenia, and Kazakhstan supported a resolution that recognizes the "unprecedented challenges" Russia has caused with its aggression against Ukraine and Georgia while calling for cooperation to "provide redress to victims and bring to justice all those responsible for violations of international law.” See page two of the document for the passage.
The vote mostly passed under the radar when it concluded on April 26, 2023. That may be because the document title—Cooperation between the United Nations and the Council of Europe—doesn’t offer many clues about what it contains. It may also be because of a second vote that came before the one on the full document.
The U.N. held an earlier vote before the vote on the full document, on whether to include the passage about Russian aggression. In that vote, China abstained. The passage had enough votes to be included and was adopted into the resolution. China then voted affirmatively for that resolution.
