The first instances of the claim appear to have been a Telegram post from Soloviev on Aug 24 at 02:25 AM, which was a forward from a minute before, in a channel that may be affiliated with the Belarusian KGB.
Interestingly, in the comment section of the first post about 131k Ukrainian casualties, one user said:
Why do we need APU? Rejoice in other people's deaths from Russian bullets? PUBLISH DATA ON THE LOSS OF THE RUSSIAN FEDERATION!! WE ARE INTERESTED IN OUR GUYS!!!
Other comments in response to channels posting the document and claims about 131k losses:
- The wounded cannot be less than those killed.
